NYC Zone J Capacity Hit $32.6/kW-month Summer 2026: Zone J Grows and Retail

New York City Zone J capacity cleared at about $32.59 per kW-month in May 2026, a record 67% above the prior high, while rest-of-state zones cleared near $8/kW-month. The 1,250 MW Champlain Hudson Power Express line energized in May but missed the qualification deadline for summer capacity. NYC cultivators and dispensaries on Con Edison pay the in-city ICAP adder through supply rates starting May 1.

The May 2026 record clear

Modo Energy reported New York City Zone J monthly spot capacity auctions cleared at $32.6/kW-month in May 2026 and $32.5/kW-month in June 2026, a record about 67% above the zone's previous high and more than double May-June 2025 levels [modo-nyc-capacity-2026]. Rest-of-state zones cleared near $8/kW-month in the same period [modo-nyc-capacity-2026].

The summer capability period starts May 1 each year under NYISO rules [nyiso-icam]. Supply contracts tied to NYC ICAP reset on that date.

Why Zone J spiked

Three forces converged [modo-nyc-capacity-2026]:

Requirement step-up. NYC unforced capacity requirement rose about 435 MW to 8,486 MW at the May 1 reset. Locational Capacity Requirement in Zone J stepped from 78.5% to 82.6%.

Supply down. Awarded in-city capacity fell about 617 MW between periods as thermal plants derated in summer heat.

CHPE timing. The 1,250 MW Champlain Hudson Power Express line reached commercial operation May 13 but missed NYISO's notice deadline for the May capacity auction, so it could not count as in-city supply until July [modo-chpe-july-2026].

Locational Capacity Requirement math on a Queens canopy meter

NYISO assigns each zone a Locational Capacity Requirement expressed as a percentage of the statewide unforced capacity obligation [modo-nyc-capacity-2026]. Same UCAP price, different tags. A dispensary avoiding grow lights still pays Zone J locational scarcity because the market clears tight, not because your license type triggers a surcharge.

Compare upstate: $8/kW-month rest-of-state clear in the same period [modo-nyc-capacity-2026]. The 220 kW grow saves roughly ($32.59 − $8) × 220 × 4 ≈ $21,640 in summer ICAP alone by siting outside Zone J, before rent and delivery differences. CHPE's July qualification at $12.41/kW-month [modo-chpe-july-2026] narrows but does not erase that spread for May through June bills already locked at the record clear.

What $32.59/kW-month means on a bill

NYISO expresses capacity as $/kW-month (UCAP). Suppliers multiply your ICAP obligation (kW) by the clearing price for the capability period.

Assume a Queens cultivation facility with 350 kW ICAP obligation for summer 2026 at $32.59/kW-month [modo-nyc-capacity-2026]:

Zone J cannabis operators: cultivation vs retail

Indoor cultivation in NYC is rare but permitted in limited zones. High kW from horticultural lighting stacks ICAP obligation. Demand charges on Con Edison SC8 or similar tariffs add delivery-side kW charges on top of ICAP.

Retail dispensaries use less kW per square foot than flower rooms but run long hours for HVAC, security, and refrigeration. ICAP still scales with peak contribution.

Microbusinesses combining retail and small canopy face both load profiles on one meter unless submetered.

July relief when CHPE qualified

Modo reported NYC UCAP fell about 62% from June to $12.41/kW-month in July 2026 when CHPE could first offer capacity [modo-chpe-july-2026]. Capacity's share of NYC's battery reference price dropped from 87% in May to 42% in July [modo-chpe-july-2026].

Operators who fixed supply at May peak ICAP may have overpaid relative to July clears unless their contract reprices monthly. Operators who floated ICAP saw a mid-summer step down.

Structural takeaway beyond CHPE

After summer 2026
