Line extensions and who pays

Greenfield cultivation sites often need new primary service or upgraded transformers. Utilities recover capital through line extension charges, facilities charges, or rate riders depending on tariff. These costs sit on the delivery side and stay whether you shop supply or not.

Get a written preliminary estimate and ask whether any allowance credits apply if load exceeds a threshold. Factor the monthly delivery demand charge into cultivation pro forma before you argue about supply cents per kWh.

Supply contracts before the meter spins

In choice states you can negotiate supply while the utility builds service. You need:

  • Legal entity matching the cannabis license holder
  • Federal tax ID for supplier credit
  • Expected annual kWh and peak kW
  • Target meter energization month

Misaligned start dates create ETF exposure or index pricing during commissioning when load is unstable. Coordinate the supplier start date with the first full flower room, not the first light bulb in veg.

California Direct Access timing for new sites

Wrong class on month one is fixable but painful. Have your engineer or energy audit consultant review the first utility bill against the application.

Most cultivation projects do not need full peak load on day one. Utilities will ask for a phased energization plan anyway because transformer and primary service are sized to eventual peak.

  1. Office, security, and veg at partial load for commissioning
  2. First flower rooms at full horticultural load
  3. Expansion rooms as license allows additional canopy

Each phase should show coincident kW, not just connected kW. If phase one energizes at 400 kW but phase three lands at 1.1 MW, the utility sizes for 1.1 MW and may charge for unused capacity differently by tariff. Ask how demand ratchets apply on your rate class before you accept service agreement terms.

Supply contracts should align block size with steady-state production, not construction load. Signing a full-requirements fixed price while only veg rooms are live leaves you paying for kWh you will not use until month nine.

Land and utility due diligence before close

Before you buy or lease greenfield property, request from the utility or a qualified engineer:

  • Available capacity at the nearest feeder or substation
  • Estimated line extension distance and cost range
  • Whether service will be primary or secondary voltage
  • Typical timeline for projects in your size class

Cannabis zoning approval does not guarantee electric capacity. Data center and industrial load growth in some PJM territories has lengthened study queues. A parcel with perfect canopy square footage and no megawatts available is a dead deal.
