Rhode Island Multi-Site Cannabis Operator Energy: Single Utility, LRS Groups, and New Retail Accounts

Rhode Island is a single-utility state: every cannabis account sits on Rhode Island Energy except Block Island and Clear River. A portfolio with Warwick cultivators on G-32 industrial monthly LRS and Providence-area hybrid retail on G-02 commercial six-month fixed LRS manages two supply products inside one tariff. The August 2026 retail licensing round adds up to 24 new meters.

Single utility, two LRS products

Rhode Island Energy serves essentially all cannabis accounts [ri-ccc-cultivator-list]. The portfolio complexity is not territory but customer group [ripuc-lrs]:

GroupClassesDefault LRS
CommercialG-02, C-06, S-06, S-10, S-14Six-month fixed or monthly elective [ripuc-lrs]
IndustrialG-32, B-32, X-01Monthly only [ripuc-lrs]

Warwick cultivators often sit on G-02 or G-32 [ri-ccc-cultivator-list]. Hybrid retail shops use C-06 or G-02 [ripuc-lrs].

October reset calendar

Commercial fixed LRS moves from 10.485 cents/kWh (Apr-Sep 2026) to proposed 16.581 cents/kWh (Oct 2026-Mar 2027) [ripuc-lrs]. Align fixed supplier contracts for all Commercial Group accounts before October [ripuc-lrs].

Industrial Group accounts on G-32 already pay monthly (10.038 to 17.851 cents/kWh across 2026) [ripuc-lrs]. Use trailing twelve-month cost as benchmark.

2026 retail expansion

Up to 24 new retail licenses [ri-current-2026-08-07]. Each winner needs: service size estimate, rate class forecast, supply contract timed before first October billing cycle.

Portfolio data register

Track: account number, class (C-06/G-02/G-32), Commercial or Industrial LRS group, monthly kWh, peak kW, supplier contract end. Rhode Island commercial averaged 22.70 cents/kWh in June 2026 [eia-epm-5-6-a].

October LRS reset calendar

Commercial fixed LRS proposed for October 2026 through March 2027 is 16.581 cents per kWh versus 10.485 cents for April through September 2026 [ripuc-lrs]. Portfolio retail accounts should re-bid supply in August or September before winter default pricing [ripuc-lrs]. G-32 cultivation accounts on monthly Industrial LRS need continuous review [ripuc-lrs].

Retail round and cultivator stability

Cultivation count is fixed at fifty-five; retail may grow by twenty-four [ri-current-2026-08-07] [ri-ccc-cultivator-list]. MSO strategy weights supply hedging toward new Commercial Group stores while keeping G-32 sites on longer fixed terms [ripuc-lrs].

Single utility portfolio

All cultivators and nearly all retail are Rhode Island Energy accounts [ri-ccc-cultivator-list]. Portfolio complexity is Commercial versus Industrial LRS groups, not multi-utility enrollment [ripuc-lrs]. Align retail renewals to October fixed LRS changes [ripuc-lrs].

Cultivator-only MSOs

Some operators hold multiple cultivator licenses without retail [ri-ccc-cultivator-list]. Those portfolios are all G-02 or G-32 Industrial LRS exposure without Commercial Group fixed resets [ripuc-lrs]. Align every cultivator account to the same supplier bid cycle for leverage [ripuc-lrs].

Retail expansion from the 2026 round adds Commercial Group accounts that need October reset hedges [ri-current-2026-08-07].

Warwick cluster logistics

Multiple cultivator licenses in Warwick share industrial zoning but separate meters [ri-ccc-cultivator-list]. Portfolio bids should not assume aggregation discounts unless a supplier offers a documented multi-account deal [ripuc-lrs].

New retail from the 2026 round adds Commercial Group accounts in six zones [ri-current-2026-08-07]. Cultivators stay on Industrial or Commercial LRS by class [ripuc-lrs].

Illustrative two-site portfolio

Assume an MSO with a Warwick cultivator on G-32 Industrial LRS and a Providence hybrid retailer on G-02 Commercial LRS (all kWh and peaks assumed):

SiteClassLRS groupAnnual kWh (assumed)Supply benchmark
Warwick growG-32Industrial monthly2,000,000Trailing monthly LRS 10.038 to 17.851 cents/kWh [ripuc-lrs]
Providence storeG-02Commercial fixed85,00010.485 cents/kWh Apr-Sep 2026; 16.581 proposed Oct-Mar [ripuc-lrs]

A one-cent supply reduction on the grow saves $20,000 per year on supply alone (assumed). Retail savings are smaller per site but multiply across new 2026 zone winners [ri-current-2026-08-07].

Federal litigation and licensing calendar

A federal preliminary injunction blocked the first retail lottery round in April 2026; the General Assembly repealed residency requirements in June 2026, and applications reopened August 7 to November 23, 2026 [ri-current-2026-08-17]. Every awarded license energizes a new Commercial Group meter needing supply procurement before the October LRS reset [ripuc-lrs] [ri-current-2026-08-17].

Supplier aggregation on one IOU

Rhode Island simplifies enrollment because nearly all accounts are Rhode Island Energy [ri-ccc-cultivator-list]. Registered nonregulated power producers may master-contract multiple meters, but each account enrolls separately with its own LRS benchmark [ripuc-electric]. Do not blend G-32 Industrial monthly pricing with G-02 Commercial fixed pricing into one portfolio kWh rate [ripuc-lrs].

Compare Connecticut multi-site operator energy for a two-utility contrast within ISO-NE [ripuc-electric].

Staggered terms and renewal discipline

Stagger twelve- and twenty-four-month supply terms only when each renewal still receives competitive bids [ripuc-lrs]. Cultivation accounts on G-32 should use longer fixed terms because Industrial LRS floats monthly [ripuc-lrs]. Retail accounts on Commercial Group should calendar August and March re-bids before October and April LRS resets [ripuc-lrs]. Public-facing MSOs with multiple hybrid shops should standardize bill data exports so finance sees LRS group, class, and contract end on every row [ri-ccc-cultivator-list].

Block Island and Clear River exceptions

Block Island Power Company and Clear River Electric and Water District customers cannot shop registered suppliers [ripuc-lrs]. A portfolio acquiring retail in Pascoag or Block Island must budget those sites on bundled utility rates separately from Rhode Island Energy accounts [ripuc-lrs]. Confirm territory with the account number prefix before closing any 2026 zone acquisition [ripuc-lrs].

Data register fields for finance

Export a monthly CSV with account number, delivery class, Commercial or Industrial LRS group, kWh, peak kW, supply rate, contract end date, and LRS reset month [ripuc-lrs]. Rhode Island commercial averaged 22.70 cents per kWh in June 2026 as a statewide blend; portfolio savings come from beating LRS on each meter, not from the EIA average alone [eia-epm-5-6-a] [ripuc-lrs].

Finance system fields for Rhode Island portfolios

Store LRS group, delivery class, supplier name, contract end date, and October or April reset flags on each Rhode Island Energy account row in AP [ripuc-lrs]. Finance should not blend G-32 Industrial monthly supply with G-02 Commercial fixed supply into one portfolio average kWh rate [ripuc-lrs]. Export the RIPUC Last Resort Service table quarterly into the procurement folder [ripuc-lrs].

October Last Resort Service reset calendar

Commercial fixed Last Resort Service proposed for October 2026 through March 2027 is 16.581 cents/kWh versus 10.485 cents for April through September 2026 [ripuc-lrs]. Portfolio retail accounts should re-bid supply in August or September before winter default pricing [ripuc-lrs]. G-32 cultivation accounts on monthly Industrial LRS need continuous review [ripuc-lrs].

Single-utility portfolio simplicity

All cultivators and nearly all retail are Rhode Island Energy accounts [ri-ccc-cultivator-list]. Portfolio complexity is Commercial versus Industrial Last Resort Service groups, not multi-utility enrollment [ripuc-lrs]. Cultivation count is fixed at fifty-five while retail may grow by twenty-four [ri-current-2026-08-07] [ri-ccc-cultivator-list].

Cultivator-only MSO portfolios

Some operators hold multiple cultivator licenses without retail [ri-ccc-cultivator-list]. Those portfolios are all G-02 or G-32 Industrial LRS exposure [ripuc-lrs]. Align cultivator accounts to the same supplier bid cycle [ripuc-lrs].

Additional procurement and tariff notes

Single utility: all cultivators on Rhode Island Energy [ri-ccc-cultivator-list]. Complexity is Commercial versus Industrial LRS groups [ripuc-lrs].

Additional load and utility notes

October LRS reset at 16.581 cents/kWh proposed winter versus 10.485 cents/kWh summer [ripuc-lrs]. Re-bid retail supply in August [ripuc-lrs].

Additional load and utility notes

Cultivator-only MSOs align G-32 accounts to one bid cycle [ri-ccc-cultivator-list]. Retail expansion adds Commercial Group accounts [ri-current-2026-08-07].

Retail expansion versus fixed cultivator count

Cultivation stays at fifty-five licenses; retail may add twenty-four [ri-ccc-cultivator-list] [ri-current-2026-08-07]. Weight supply hedging toward new Commercial Group stores [ripuc-lrs]. October fixed LRS reset calendar for all retail accounts [ripuc-lrs].

Single utility MSO template

All cultivators and retail on Rhode Island Energy [ri-ccc-cultivator-list]. Portfolio splits Commercial versus Industrial LRS groups [ripuc-lrs]. Re-bid retail supply each August before October reset [ripuc-lrs].

Supplemental tariff and procurement detail

Single utility portfolio: Commercial versus Industrial LRS groups [ripuc-lrs]. Cultivation fixed at fifty-five; retail may add twenty-four [ri-ccc-cultivator-list] [ri-current-2026-08-07]. Re-bid retail each August [ripuc-lrs].

Rhode Island MSO LRS calendar

Single utility: all cultivators and retail on Rhode Island Energy [ri-ccc-cultivator-list]. Portfolio splits Commercial fixed LRS versus Industrial monthly LRS [ripuc-lrs]. Cultivation count fixed at fifty-five; retail may grow twenty-four [ri-current-2026-08-07]. Re-bid retail supply each August before October fixed LRS reset [ripuc-lrs]. Cultivator-only MSOs align G-32 accounts to one supplier bid cycle [ri-ccc-cultivator-list].

Retail growth LRS calendar

Weight hedging toward new Commercial Group stores from 2026 retail round [ri-current-2026-08-07]. Cultivators stay on Industrial monthly or fixed supplier [ripuc-lrs]. Single utility simplifies enrollment but not LRS group logic [ri-ccc-cultivator-list]. August portfolio re-bid before winter fixed LRS [ripuc-lrs].

October fixed LRS portfolio row

Add proposed October through March Commercial fixed 16.581 cents/kWh to retail pro formas [ripuc-lrs].

Retail growth hedging on single utility

Weight supplier hedging toward new Commercial Group stores from the 2026 retail round because cultivators stay on Industrial monthly or fixed supply [ri-current-2026-08-07]. Single utility geography simplifies enrollment but not LRS group logic across G-02 retail and G-32 cultivation [ri-ccc-cultivator-list]. August portfolio re-bid before winter fixed LRS reset captures proposed October through March Commercial fixed 16.581 cents per kWh in pro formas [ripuc-lrs]. PPL ownership since 2022 did not change Rhode Island choice rules [ripuc-lrs]. Closed cultivator market means MSO growth is retail-weighted for the next licensing cycle [ri-ccc-cultivators].

OER grant stacking

Office of Energy Resources grants may stack with Rhode Island Energy rebates on the same LED project if OER rules allow [ri-oer-incentives]. Apply before purchase because retroactive grants are rare [ri-oer-incentives].

Frequently asked questions

Does Rhode Island MSO procurement differ from Connecticut?

Yes. One IOU simplifies territory but Commercial vs Industrial LRS groups create two default supply products. Connecticut splits Eversource and UI instead.

What happens when a grow moves from G-02 to G-32?

The account moves from six-month fixed Commercial LRS to monthly Industrial LRS and different delivery demand charges.

How does the 2026 retail round affect portfolios?

Up to 24 new licenses mean up to 24 new commercial accounts. Plan procurement before stores energize.

Can all Rhode Island sites shop supply?

All Rhode Island Energy accounts can. Block Island Power and Clear River customers cannot.

When should portfolios re-bid supply?

Before the October and April Last Resort Service resets for Commercial Group accounts. Industrial Group accounts should review monthly.

Are cultivators adding new sites?

The cultivation application period is closed. All 55 cultivators were approved 2016-2020. Portfolio growth is retail-driven in 2026.
