What Is a Typical Dispensary Electric Bill?
A standalone dispensary in the 2,500 to 4,000 square foot range typically uses 35,000 to 55,000 kWh per year if it matches ordinary non-mall retail intensity from the federal building survey, roughly 3,000 to 4,500 dollars per year in energy at national-average commercial rates. Security, refrigeration, and long hours push many stores above that benchmark. The expensive mistake is usually the rate class, not the kWh.

There is no federal survey of dispensary electricity use. The defensible approach is to benchmark against non-mall retail from the EIA's 2018 Commercial Buildings Energy Consumption Survey, then adjust for security and refrigeration [eia-cbecs-2018-c14].

A 3,000 square foot store at 13.7 kWh per square foot uses about 41,100 kWh per year (3,425 per month). At the June 2026 U.S. average commercial price of 14.19 cents per kWh [eia-epm-5-6-a], that is roughly $5,800 per year or $485 per month in energy charges alone, before taxes and fixed customer charges.

What pushes a store above the benchmark
Security. Massachusetts rules require continuous recording, 90-day retention, and backup power for at least four hours [ma-cmr-500-110]. Cameras draw only a few watts each [axis-camera-power], but recorders, PoE switches, and lighting for coverage run 24/7.
Refrigeration. Display coolers for edibles and beverages add continuous load. ENERGY STAR notes commercial refrigerators and freezers vary widely by size and duty cycle [energystar-commercial-refrigeration]. A store with a wall of refrigerated cases looks more like food retail than apparel.
Hours and HVAC. Long retail hours and a front door that opens constantly raise HVAC kWh. Vault rooms with separate temperature targets add another zone.
Pure retail dispensaries with minimal refrigeration and standard hours may sit near the CBECS median of 9 kWh per square foot. Flagship stores with heavy merchandising refrigeration can exceed the mean.
Rate class matters more than supplier shopping for small stores
Most dispensaries are small commercial accounts. If your bill shows a demand charge in dollars per kW, ask whether that class is correct. A shoe store tenant's legacy demand meter on a shared panel is a common error.

Supply choice for single stores versus chains
In Pennsylvania, Ohio, Illinois, and similar markets, dispensaries may choose a competitive generation supplier [pa-paps-faq]. A single store using 40,000 kWh per year is a small account; one cent per kWh saved is about $400 annually per the PUC's shopping FAQ [pa-paps-faq].

Budgeting in a business plan
For pro forma use:
- Take square footage times 10 to 15 kWh per square foot per year as a planning range anchored to CBECS [eia-cbecs-2018-c14].
- Multiply by your state's commercial rate from EIA Table 5.6.A or your utility's current tariff.
- Add $30 to $100 per month in fixed customer charges depending on utility.
- If the site has commercial kitchen, extraction, or cultivation on the same meter, stop using retail benchmarks and model those loads separately.

High-cost states versus national averages
National averages understate bills in the Northeast and California. EIA Table 5.6.A shows wide spreads: June 2026 U.S. commercial average was 14.19 cents per kWh, while Massachusetts averaged 17.32 and California 24.07 on the same table [eia-epm-5-6-a]. The same 41,000 kWh store that costs about $485 per month nationally runs closer to $590 in Massachusetts and $825 in California at those averages, before delivery riders.

When a dispensary bill looks like a grow bill
Problems appear when the retail store shares infrastructure with heavier loads:
- Vertical integration with cultivation or extraction on the same meter
- Kitchen or manufacturing for edibles on site
- Former industrial tenant left a demand-metered service size the store does not need
- EV charging or large backup generators that spike peak kW
If monthly kWh exceeds 80,000 for a standalone retail footprint under 5,000 square feet, something besides sales-floor loads is on the account. Split meters at buildout when possible. A dispensary pro forma that assumes retail intensity while the facility includes a kitchen will miss the budget.
Reporting rules rarely apply to pure retail
California's electricity usage reporting rules targeted cultivators and microbusinesses, not standalone dispensaries. Connecticut requires annual electricity reporting for certain cannabis licensees under state statute, but a retail-only operator should confirm with compliance counsel whether the rule applies to its license class. Energy reporting obligations do not change the kWh benchmark; they only add compliance overhead for operators who must file.
State price swings the same kWh
Identical usage produces different dollars by state. June 2026 EIA averages show Massachusetts commercial customers paying about 24.07 cents per kWh and Illinois about 14.53 cents [eia-epm-5-6-a]. The same 41,000 kWh store costs roughly $9,900 per year in Massachusetts versus $5,900 in Illinois at those averages. Common billing mistakes on retail cannabis accounts
Shared meter with landlord warehouse. Peak demand from another tenant can push you into a demand class.
Oversized electrical service at buildout. Engineers size for future kitchen or cultivation that never arrives, and the utility assigns a class matched to the service rating.
Missing occupancy adjustment. Closed stores that still energize security should not pay the same demand ratchet as a full retail peak from a prior tenant.

Backup power and security load
Massachusetts requires backup power for security systems for at least four hours [ma-cmr-500-110]. UPS and generator testing add small continuous load that runs even when the sales floor is closed. EV charging and future load
Dispensary parking lot EV chargers were uncommon in early legalization waves but appear more often in new builds. A Level 2 charger adds 7 to 12 kW per port during active session (equipment input, not a cited tariff fact). Franchise and MSO pro forma standardization
Chains building ten stores in one year need one planning intensity assumption per climate zone, not one national average. Use EIA state commercial averages from state rate comparison for supply-side planning and local utility tariffs for delivery. Aggregate supply RFPs across stores in the same ISO; keep delivery analysis per meter.
Seasonal HVAC swing in cold climates
Massachusetts averages 5,906 heating degree days and 583 cooling degree days on the 1991-2020 NOAA normals [noaa-cag-massachusetts]. A dispensary in Boston uses more winter HVAC kWh than the same footprint in San Diego. Adjust CBECS retail intensity upward 10 to 20 percent for cold-climate stores with long retail hours, as an planning input only.
Chain roll-up procurement
When acquiring licensed dispensaries, pull twelve months utility bills in diligence. A store on default supply may be 2 cents above market; a store on a bad fixed contract may be below market until term ends. Mall versus strip retail intensity
CBECS non-mall retail averages mix strip centers and standalone boxes [eia-cbecs-2018-c14]. Mall inline stores with shared HVAC may land below standalone benchmarks. Strip stores with full roof HVAC units may land above. Adjust planning inputs by envelope type, not only square footage.

How much electricity does a dispensary use per month?
Federal survey data is the honest benchmark because there is no cannabis-specific retail energy census. EIA's 2018 Commercial Buildings Energy Consumption Survey shows non-mall retail buildings averaging 13.7 kWh per square foot per year, with a median of 9.0. A 3,000 square foot store near the average uses about 41,000 kWh per year, or roughly 3,400 kWh per month. Heavy display refrigeration, 12-hour retail days, and a large camera count push toward the upper end. Track your own meter for twelve months before you budget from a rule of thumb.
Why is a dispensary's bill higher than a similar-size retail store?
Regulated cannabis retail adds loads ordinary stores skip or run lighter. State rules commonly require 24-hour video recording with retention and backup power. Massachusetts requires cameras enabled to record 24 hours each day with recordings kept at least 90 days and outage backup of at least four hours. Product refrigeration for edibles and beverages runs continuously. Vault HVAC, seed-to-sale servers, and bright display lighting add kWh. The gap is often 10 to 30 percent above a generic retail benchmark, not double, unless the store runs extreme refrigeration or was misclassified on the utility account.
Do 24/7 security cameras and vaults add much to the bill?
They add a steady baseline, not a spike. Axis publishes typical power draw of a few watts per camera depending on model and features. Twenty cameras at 8 watts each is 160 watts continuous, about 1,400 kWh per year, roughly 200 dollars at 14 cents per kWh. Network video recorders and switches add more. A vault room with its own HVAC may add one to three tons of cooling load. Security is rarely the largest line item compared to sales-floor HVAC and lighting, but it is the reason your overnight load never drops to zero.
Do dispensaries pay demand charges?
Only if the utility assigns a demand-metered rate class, usually when peak load exceeds a threshold such as 25 to 100 kW depending on the utility. A typical 3,000 square foot dispensary with standard HVAC and no industrial kitchen peaks under that threshold and bills on kWh alone. Problems arise when a store inherits a previous tenant's demand class, shares a meter with a warehouse, or adds fast chargers or commercial kitchen loads that push the peak up. Review the bill for a kW line and a dollars-per-kW charge.
What rate class is a dispensary usually on?
Most single-store dispensaries land on a general commercial or small commercial schedule billed primarily on energy kWh, sometimes called GS-1, SG, or watt-hour service depending on the utility. Once peak demand crosses the utility's threshold, the account moves to a demand-metered class where a single afternoon peak sets a monthly kW charge. New buildouts sometimes default to the wrong class because the engineer sized service for future expansion. Ask the utility to confirm the assigned class against actual measured peak from the first year of operation.
Can a multi-store operator get one supply contract for all locations?
In full-choice states, yes, if each meter is in an eligible territory and the supplier will aggregate them. Multi-site operators combine accounts into one RFP so the supplier sees total load and credit exposure. Pennsylvania and Illinois both allow commercial supplier choice on investor-owned utility delivery. Aggregation does not merge delivery accounts; each store still has its own utility meter and delivery charges. The win is one negotiated supply price and one relationship instead of a dozen small default-rate accounts.
How much can a dispensary save by switching suppliers?
Pennsylvania's PUC notes that saving one cent per kWh can translate to more than 100 dollars per year depending on usage; for a store using 40,000 kWh annually, one cent is 400 dollars. Larger spreads appear when default supply reset upward and competitive suppliers offer fixed prices below the price to compare. Single-store savings are often modest, hundreds to a few thousand dollars per year. Chains aggregating 500,000 kWh or more see meaningful procurement leverage. Savings are not guaranteed; compare the supplier's all-in rate to your utility benchmark.
