NV Energy for Cannabis Facilities: LGS Schedules, Summer TOU, Distribution Only Service, and PowerShift Rebates

NV Energy delivers bundled electricity to most Nevada cannabis load through Nevada Power Company in the south and Sierra Pacific Power Company in the north. Commercial accounts progress from GS to LGS demand schedules with optional summer TOU that bills peak demand from 3:01 to 9 p.m. June through September. Distribution Only Service applies only to NRS 704B customers averaging 1 MW or more. PowerShift programs offer efficiency and storage incentives relevant to indoor grows managing desert peaks.

Service area and where cannabis sits in it

Nevada Power Company serves Las Vegas, Clark County, and southern Nevada. Sierra Pacific Power Company serves Reno, Carson City, and northern Nevada [pucn-electric]. Together they cover most of the state's cannabis load: 103 cultivation, 82 production, and 107 dispensary licenses on the CCB September 1, 2026 active list sit overwhelmingly on NV Energy bundled service [pucn-electric].

Both companies are Berkshire Hathaway Energy subsidiaries and file separate rate schedules with the Public Utilities Commission of Nevada [pucn-electric]. Southern and northern tariffs differ in class breakpoints and dollars per kW [nve-south-commercial-rates]. Rural cooperatives and public districts serve scattered load outside these books [pucn-electric].

Nevada is outside any ISO/RTO. NV Energy participates in the CAISO Western Energy Imbalance Market and has committed to the Extended Day-Ahead Market, but customers do not shop RPM capacity zones the way PJM states do [nrs-704b].

Southern commercial schedules (Nevada Power)

Optional TOU schedules (OGS-TOU, OLGS-1-TOU, LGS-3P high-load) shift demand billing to summer on-peak: June 1 through September 30, 3:01 p.m. to 9 p.m. daily [nve-south-commercial-rates].

A Clark County indoor grow commonly lands on LGS-1 or LGS-2. Dispensaries often remain on GS unless lounge HVAC and security push usage over 3,500 kWh [nve-south-commercial-rates].

Northern commercial schedules (Sierra Pacific)

Sierra Pacific commercial service uses GS-1 through GS-4 with breakpoints at 50 kW, 500 kW, and 1,000 kW [nve-south-commercial-rates]. Facilities and demand charges differ from southern LGS tables [nve-north-commercial-rates]. A Reno processor at 120 kW peak may face northern demand charges that a Las Vegas lab at the same kW avoids until crossing 300 kW south.

Bundled supply and the DEAA

Most cannabis accounts receive bundled generation, transmission, and distribution from NV Energy [pucn-electric]. Bundled bills include a Deferred Energy Accounting Adjustment (DEAA) that trues up fuel and purchased-power costs [nrs-704b]. AB 452 (2025) directs the PUCN to study fuel-cost sharing with a March 1, 2027 filing; it does not open retail choice [nrs-704b].

Statewide commercial average revenue was 9.83 cents/kWh in June 2026 [eia-epm-5-6-a]. Individual NV Energy bills diverge with LGS demand tags and DEAA riders.

There is no Standard Offer Service benchmark to compare against supplier offers because retail choice does not exist for typical commercial customers [nrs-704b].

Distribution Only Service and NRS 704B

Distribution Only Service is available only to NRS 704B eligible customers who buy energy from a provider of new electric resources [nrs-704b] [nve-south-commercial-rates].

Requirements [nrs-704b]:

  • Average annual load 1 MW or more
  • PUCN application January 2 through February 1
  • Filing at least 280 days before intended purchase start
  • Approval subject to impact fees on deferred energy balances

Casinos and data centers have used this path; single cultivation buildings rarely average 1 MW [nrs-704b]. Competitive supply interacts with NV Energy as dual billing: delivery on NV Energy tariffs, energy on the provider invoice [nrs-704b].

Demand charges and cannabis load shape

NV Energy does not publish a horticulture-specific rate class. Grows are commercial LGS accounts with:

  • Flat lighting load setting baseload kWh
  • Chillers driving summer peak kW in a 2,166 CDD statewide climate (Las Vegas hotter) [noaa-cag-nevada]
  • Optional TOU that penalizes peaks during 3:01 to 9 p.m. when lights and HVAC overlap [nve-south-commercial-rates]

  • Pre-cool rooms before 3 p.m.

Interconnection and metering notes

New cultivation and processing buildouts should size service entrance and transformer capacity at energization because NV Energy class placement follows actual billing demand once load runs [nve-south-commercial-rates].   • Under 100 kW: $0.32 to $0.55/Wh, cap 50% of cost or $50,000
  • 100 kW to 1,000 kW: $0.40 to $0.60/Wh, cap 70% of cost or $300,000 to $500,000 depending on ITC and critical-infrastructure status

How competitive supply interacts with billing (704B only)

For the small fraction of accounts on 704B:

  • NV Energy bill: transmission, distribution, metering, delivery riders

Bundled accounts receive a single NV Energy invoice with energy and delivery combined.

Witness test and service sizing for new cultivation

Primary and large secondary service require NV Energy engineering review before energization [pucn-electric]. Bring a one-line diagram showing lighting panels, HVAC, and dehumidifier circuits to the witness test [nve-south-commercial-rates]. Three-phase 480 V distribution inside the building is standard for mid-sized grows; the utility delivers at secondary or primary depending on expected demand [nve-south-commercial-rates].
