Most production-scale facilities exceed the 500 kW BGS-RSCP ceiling at PSE&G and default to hourly BGS-CIEP unless they sign with a Third Party Supplier, which exposes the load to PJM real-time prices during peak afternoons. New Jersey does not write grow-room efficiency into the cannabis license the way New York does, but the climate and tariff structure punish a sloppy peak just as hard.

The load profile of a New Jersey indoor grow
A flowering room is a lighting load with HVAC and dehumidification attached. New Jersey's climate makes the attachment expensive. Statewide normals are 5,168 heating degree days and 859 cooling degree days [noaa-cag-new-jersey]. November through March, you are rejecting lighting heat into cold outdoor air or recovering it for veg rooms. June through September, coastal and Delaware Valley dew points regularly hit 70 F or above, and latent load dominates sensible cooling [noaa-cag-new-jersey]. Lighting. Assume LED at 30 to 40 W per square foot of flowering canopy for planning. A 20,000 square foot flowering canopy at 35 W per square foot is 700 kW connected. Veg rooms run fewer hours at lower wattage. Staggering flower rooms so half the canopy is lit at any time cuts peak demand roughly in half without changing monthly kWh.
HVAC and dehumidification. In southern and shore counties, plan mechanical dehumidification at 50 to 70 percent of average lit lighting load. In northwestern highlands, winter economizer hours reduce average HVAC draw but extend the heating season [noaa-cag-new-jersey]. Integrated chilled-water systems with heat recovery pay back faster here than in a mild-climate state because both seasons run long.
CO2. Sealed rooms with CO2 supplementation cannot economize with outside air, which raises mechanical cooling hours. Bottled CO2 is not an electric load, but the sealed-room choice is. See CO2 supplementation energy cost.
Demand shape. A 12/12 flowering schedule produces a square wave: full load for 12 hours, partial for 12 hours. PJM's capacity charge is tied to your summer peak load contribution [nj-bpu-commercial-shopping]. A peak that coincides with a July afternoon when PJM real-time prices spike is the worst case on BGS-CIEP [nj-bpu-bgs-2026].
Which delivery class a grow lands in
PSE&G's non-residential schedules are GLP (General Light and Power, small commercial with a per-kW demand charge above a low threshold), LPL-Secondary and LPL-Primary (Large Power and Lighting, demand-billed at secondary or primary voltage), and HTS (High Tension Service) [pseg-electric-tariffs]. GLP and LPL-Secondary under 500 kW take fixed BGS-RSCP pricing; larger LPL and HTS customers default to hourly BGS-CIEP [pseg-electric-tariffs] [nj-bpu-bgs-2026].

Two design moves matter at the service application stage. Ask for primary-voltage service if the site can support it; delivery per-kW charges are usually lower at higher voltage. Size staggered lighting into the electrical design documents so the utility's load letter reflects a managed peak, not a worst-case simultaneous flip.
BGS-CIEP and why default supply scares large grows
Large C&I customers in all four EDC territories default to BGS-CIEP unless they sign with a Third Party Supplier [nj-bpu-bgs-2026]. BGS-CIEP bills energy at PJM real-time hourly prices plus a capacity and transmission charge won in the annual auction, about $598 to $680 per MW-day for June 2026 through May 2027 [nj-bpu-bgs-2026]. A cultivation facility above the CIEP threshold that stays on default is fully exposed to PJM hourly prices during summer peaks [nj-bpu-bgs-2026].
Small accounts on BGS-RSCP see fixed supply from 10.938 to 12.057 cents/kWh depending on EDC for the 2026 auction tranche [nj-bpu-bgs-2026]. That fixed band is the benchmark for a micro-cultivator or a small veg-only facility. It is not the benchmark for a 600 kW flower room on CIEP.
A TPS contract replaces BGS with a negotiated structure. Fixed, block-and-index, and index products are all available to commercial accounts [nj-bpu-commercial-shopping]. The fixed vs index vs block-and-index page compares them. For a flat lighting load with interval data, a supplier can price capacity closer to cost than a default CIEP exposure.
A worked example: mid-size indoor grow, statewide average rate
Every number below is an assumption unless cited.
Assume:
- 15,000 square feet of flowering canopy, all indoor, in PSE&G territory.
- LED at 35 W per square foot flowering: 525 kW connected. Veg at 3,000 square feet x 20 W = 60 kW.
- Three of six flower rooms lit at any time: 262.5 kW flower, plus 60 kW veg lit 18 hours.
- HVAC and dehumidification at 55 percent of lit lighting load on average: about 177 kW average, 24 hours.
- Fans, pumps, controls, drying: 35 kW average.
Monthly energy: flower 262.5 kW x 720 h = 189,000 kWh; veg 60 kW x 540 h = 32,400 kWh; HVAC 177 kW x 720 h = 127,440 kWh; other 35 kW x 720 h = 25,200 kWh. Total about 374,000 kWh per month. Peak demand roughly 262.5 + 60 + 200 + 35 = 558 kW if HVAC peaks with lights, which places the account on BGS-CIEP at PSE&G [pseg-electric-tariffs].
At New Jersey's June 2026 average commercial price of 18.47 cents per kWh [eia-epm-5-6-a], that is about $69,100 per month in energy alone, or roughly $829,000 per year, before delivery demand charges. At the industrial average of 15.65 cents [eia-epm-5-6-a], the same kWh cost $58,500 per month. Your actual all-in number depends on delivery class, BGS product, and how much of the bill is capacity.
Staggering from three rooms lit to all six lit together would push peak toward 800 kW with no change in kWh. On a demand-metered LPL class, that 240 kW swing is billed every month. On BGS-CIEP, it also raises the capacity obligation [nj-bpu-bgs-2026].
Buildout timing and municipal siting
The CRC licensed 397 businesses to operate under the CREAMM Act as of December 17, 2025, with a large gap between conditional awards and operating facilities [nj-crc-2025-year-in-review]. Pre-construction is when you choose utility territory, request service size, and decide whether to accept default BGS-CIEP or bid supply before the first harvest load hits the meter [nj-crc-2025-year-in-review].
Only 211 municipalities allowed at least one cannabis class by end of 2025 [nj-crc-2025-year-in-review]. A site in an opted-in town on JCP&L may beat a non-opted town on PSE&G for zoning, even if PSE&G's delivery cost is higher. Check the municipal ordinance before the lease, not after the architectural drawings.
Rebates and on-site generation
PSE&G's Business Energy Efficiency Programs cover prescriptive lighting and HVAC rebates, Direct Install for accounts under 300 kW peak demand, and Engineered Solutions for larger custom measures with interest-free on-bill repayment [pseg-mybizenergy]. Atlantic City Electric serves the Atlantic City and southern shore belt where outdoor and greenhouse operations cluster. Those sites carry the state's highest summer latent loads, with dew points regularly at or above 70 F on the coast. PSE&G's urban corridor offers more interconnection options but higher delivery density. Siting is also constrained by municipal opt-in: only 211 municipalities allowed cannabis by end of 2025.
